HSINCHU, TAIWAN - DECEMBER 20: An excavator operates on a pile of trash at Xinfeng landfill site on December 20, 2024 in Hsinchu, Taiwan. Taiwan is grappling with a significant waste management crisis, highlighted by the alarming increase in garbage accumulation despite decades of environmental policies aimed at waste reduction. According to Greenpeace, over 100 temporary waste storage sites have emerged since 2018, transforming into "garbage mountains" that pose serious public health risks, particularly near schools and water sources13. The volume of household waste processed has also surged, with Taiwan's recycling rates stagnating and the proportion of plastic waste in household trash rising from 17% in 2018 to 28% in 2022. To address waste disposal issues, the Ministry of Environment has been actively promoting various measures, including continuous efforts to reduce waste at the source, assistance to local governments in increasing waste processing capacity, and coordination with other government agencies to establish more facilities for industrial waste processing. Taiwan's waste incineration facilities process 6.5 million metric tons a year, with household waste making up 4.7 million metric tons and industrial waste 1.8 million metric tons.
