This is 100% a module from a train ?Statcon? (Static Converter). Are you sure it was on the Jubilee? I ask because it?s identical to the Central Line 92TS modules. It?s possible they?re used on Jubilee too but I don?t know for sure. It?s what takes the 630 volts from the rails and converts it to the low voltage 52V DC (several hundred amps) and 230V AC (less amps) that the train uses. The converter this comes from is the size of a chest freezer and weighs a couple of hundred kilos. They are extremely expensive and a train maintainer somewhere is going to be kicking themselves for leaving it there! Fun fact, ?static? converter is so-called because it was the solid-state replacement to the older MA (motor-alternator) sets which powered a motor directly from 630V, which was mechanically coupled to an alternator to provide the low voltage output. They were very noisy, very scary things! Taken from: https://www.reddit.com/r/LondonUnderground/comments/1hc3sdu/someone_left_their_whatever_the_hell_this_is/?rdt=62684
